Mr. Mittelhammer is a highly skilled emergency response and crisis management specialist possessing strong abilities and acumen in all functional elements of effective emergency planning resulting in a committed professional focus on mitigation/prevention, preparedness, response and recovery initiatives. His professional career has involved several opportunities to promote numerous school safety & security initiatives and child safety programs in various roles.
In a law enforcement career that spanned 25 years he initiated many unique prevention programs including a project with the National Child Safety Council. Carl has served in several leadership positions with large statewide school safety & violence prevention organizations performing the roles of State Coordinator of D.A.R.E New Jersey and Executive Director of the NJ Association of School Resource Officers.
With his extensive knowledge of emergency preparedness and response, Mr. Mittelhammer was hired by the New Jersey Department of Education. In this position as a School Safety & Security Specialist, he provided extensive contributions to the revised NJDOE School Safety & Security Manual: Best Practices Guidelines 2nd edition. The document was disseminated to New Jersey’s 615 school districts providing school emergency and crisis management guidance to school administrators in 2,422 schools. In addition, he provided technical assistance to school district personnel on emergency plan development and conducted school security audits , vulnerability assessments and school security training seminars.
Mr. Mittelhammer developed a School Emergency Management course for Fairleigh Dickinson University and taught the course for several years as an Adjunct Professor. Complimenting his school emergency management expertise is board certification he holds in School Crisis Response from the National Center for Crisis Management.
Demonstrating his diversity in emergency management knowledge, Carl developed a Pandemic Influenza Plan, for a large county school district which received national recognition. Having authored this unique preparedness plan, he was invited as a distinguished speakerto the annualPublic Health Preparedness Summit (2008) and gave a presentation on Pandemic Influenza Planning: Why Schools Need to be Proactive. Additionally he has developed comprehensive plans on Food Defense and Special Needs School Emergency Planning for first responders.
Mr. Mittelhammer has been involved in several special assignments during his career. Certified in Psychological First Aid & Post Traumatic Stress Management from the Boston Center for Trauma Psychology, he has served with the Bergen County Traumatic Loss Coalition Lead Response Team for school traumatic incidents and large scale disasters providing evidence-based public health/mental health intervention protocols to stabilize students /staff within first 72 hours of a crisis event.
Working with D.A.R.E. America, he trained law enforcement personnel and school educators in D.A.R.E. programs in New York City and Chicago and internationally in Hungary, Brazil, Belgium, and Canada.
He has also enjoyed professional associations with Amber Alert Safety Centers as a law enforcement adviser and is the Chairman of the Police Foundation for School Safety. Carl is a lifetime member of the NJ State Policemen’s Benevolent Association.
